I have the honour to acknowledge
receipt of Your Lordship's despatch confidential of 12th.
September with enclosed memorandum from the United States'
Ambassador on the subject of American prostitutes in
Hongkong.

His Excellency states in that
memorandum that the action taken by Judge Willey in
Shanghai had resulted in clearing the place of practically
all this class of Americar women.
From conversations
I had held with Judge de Sausmarez and others I was doubt-
ful whether this exactly represented the condition existing
at that place.
I was also anxious to have an authori-
tative and correct statement of the measures referred to.
I therefore addressed a letter to His Majesty's Consul
General at Shanghai a copy of which with the reply just
received I have the honour to enclose.
